    UNITS WERE PART OF A LARGE INVENTORY OF UNUSED SPARE CARTRIDGES OF A LARGE GOVERNMENTAL AGENCY WHICH ARE NO LONGER NEEDED DUE TO RECENT IT DEPARTMENT UPGRADES AND REPLACEMENT OF OLDER PRINTERS AND OTHER EQUIPMENT.
